19国将缺席诺贝尔和平奖颁奖仪式 Russia joins China in snub to Nobel prize-giving

China’s campaign to boycott this year’s Nobel Peace Prize was shown to have had some success after 18 countries joined Beijing in declining invitations to Friday’s award ceremony for Liu Xiaobo, a jailed democracy activist.

中国要求各国抵制今年诺贝尔和平奖的努力似乎取得了一些成功,有18个国家加入中国的行列,拒绝邀请,不出席将于本周五举行的颁奖仪式。今年的诺贝尔和平奖被授予正在狱中服刑的中国民主活动人士刘晓波。

Russia, Saudi Arabia, Colombia and Pakistan are among 19 countries, including China, that have declined invitations to the prize-giving.

包括中国在内,共有19个国家(包括俄罗斯、沙特阿拉伯、哥伦比亚和巴基斯坦等)拒绝了出席颁奖仪式的邀请。

The Norwegian Nobel committee has accused Beijing of applying “unprecedented” pressure on countries to boycott the Oslo ceremony, amid Chinese anger over the award to the jailed dissident. The other absentees are expected to be Kazakhstan, Tunisia, Serbia, Iraq, Iran, Vietnam, Afghanistan, Venezuela, the Philippines, Egypt, Sudan, Ukraine, Cuba and Morocco, according to the Norwegian Nobel Institute, which is organising the ceremony.

挪威诺贝尔委员会指控北京方面对各国施加“前所未有的”压力,要求它们抵制在奥斯陆举行的颁奖仪式。中方对诺贝尔和平奖被授予狱中的异见人士十分恼火。据颁奖仪式的主办方——挪威诺贝尔学院(Norwegian Nobel Institute)介绍,预计不出席颁奖仪式的其它国家是:哈萨克斯坦、突尼斯、塞尔维亚、伊拉克、伊朗、越南、阿富汗、委内瑞拉、菲律宾、埃及、苏丹、乌克兰、古巴以及摩洛哥。

In addition to pressing countries not to attend, China has also launched a domestic security clampdown to prevent allies of Mr Liu travelling to Norway and has placed many others under house arrest or police surveillance.

除了对各国施压,要求它们不出席颁奖仪式外,中国还在国内发起安全压制行动,以防刘晓波的盟友前往挪威,并已将其他许多人置于软禁或警方监视之下。

Organisers have said that Mr Liu, who is serving an 11-year prison sentence for subversion, will be represented at the ceremony by an empty chair. Instead of the usual prize winner’s speech, some of his previous writings will be read by a Norwegian actress.

主办方表示,在颁奖仪式上,一张空椅子将代表正因“煽动颠覆国家政权罪”而在服11年徒刑的刘晓波。一名挪威女演员将朗读刘晓波以前的一些文章,以代替通常的诺贝尔和平奖得主发言这一内容。

Ambassadors from all countries with embassies in Oslo are invited to the ceremony each year. As of Tuesday, 44 countries had indicated they would be represented on Friday. Two countries – Algeria and Sri Lanka – had not replied.

每年,在奥斯陆设有大使馆的所有国家的大使都会接到出席这个颁奖仪式的邀请。截至周二,已有44个国家表示将派员出席周五的仪式。还有两个国家——阿尔及利亚和斯里兰卡——尚未答复。

It was not clear that all 19 absentees were staying away because of China but the Nobel Institute said the number of expected no-shows was higher than usual. In 2008, for example, when the prize was won by Martti Ahtisaari, a relatively uncontroversial Finnish politician, 10 embassies were not represented at the ceremony for various reasons.

目前无法断定上述19个国家都是因为中国而不出席,但诺贝尔学院表示,今年预期不会出席的国家多于往年。例如,当相对争议争议较小的芬兰政界人士马尔蒂•阿赫蒂萨里(Martti Ahtisaari)赢得2008年诺贝尔和平奖时,10个国家的大使馆因各种原因没有派员出席颁奖仪式。

The Chinese government, which has described the decision to give this year’s peace prize to Mr Liu as an “obscenity”, stepped up its criticism of the award to Mr Liu on Thursday.

中国政府将今年和平奖授予刘晓波的决定称作是一种“亵渎”。上周四,中国政府调高了对刘晓波获得该奖的批评分贝。

Jiang Yu, a Chinese foreign ministry official, said: “I would like to say to those at the Nobel committee, they are orchestrating an anti-China farce by themselves. We are not changing because of interference by a few clowns and we will not change our path.”

中国外交部官员姜瑜表示:“我想对这些人(诺贝尔委员会)说,他们是在自导自演一场反华闹剧……我们不会受一些反华小丑的干扰。我们会继续坚持依法治国,继续坚持走符合中国国情的发展道路。”

The award of the prize to Mr Liu has sharpened the sense of a clash of ideas between China and the democratic west, just at a time when relations between Beijing and Washington were already particularly tense over North Korea, currency policy and a host of other issues. Within China, there is widespread suspicion that the award was orchestrated in some way by the Obama administration to weaken China.

在中美关系因为朝鲜、汇率政策和其它一系列问题而本已分外紧张之际,把诺贝尔和平奖授予刘晓波,突显出中国与西方民主国家之间的观点冲突。中国国内有很多人怀疑,该奖是奥巴马政府以某种方式策划的结果,其目的是削弱中国。

In an essay published on the Chinese foreign ministry’s website, Dai Bingguo, the country’s leading foreign policy official, tried to answer some of the recent criticisms that China is adopting a more assertive foreign policy that could destabilise the international order.

主管外交政策的中国高官戴秉国在中国外交部网站发表文章,试图对外界近期的一些批评作出回应,这些批评认为,中国正推行一种更为自信的外交政策,有可能破坏国际秩序的稳定。

He wrote: “The notion that China wants to replace the US and dominate the world is a myth. Militarily, we are not engaged in an arms race.”

他写道:“中国要取代美国、称霸世界的说法是一个神话……军事上,我们不搞军备竞赛。”

He said the “international community should welcome and not fear China’s peaceful development, help it and not hinder it, support it and not hold it back”.

他表示:“国际社会对中国的和平发展应该是欢迎而不是害怕,应该是帮助而不是阻碍,应该是支持而不是遏制”。
