西方拒绝朝鲜粮食援助请求 West resists N Korea’s calls for food aid

The west is rebuffing North Korea’s call for bilateral food aid, saying any extra shipments must go through the UN and that Pyongyang must allow tougher inspections to stop food going to soldiers.

对于朝鲜提出的双边粮食援助请求,西方表示了拒绝,称任何额外援助都必须通过联合国,而且朝鲜必须接受更加严格的检查,以防粮食流入军队。

North Korean diplomats have in recent weeks been seeking direct help from embassies worldwide. One diplomat said Pyongyang had sought 100,000 tonnes of food aid from the European Union, but EU, US and Australian officials all insist any aid must be part of a multilateral effort.

朝鲜外交官近几周一直在向世界各国大使馆寻求直接帮助。一位外交官表示,朝鲜曾向欧盟寻求10万吨粮食援助,但欧盟、美国和澳大利亚官员均坚持表示,任何援助都必须是多边努力的一部分。

Western diplomats admit there are dangers in denying Pyongyang’s requests. Several reckoned North Korea could resume shock tactics – such as commando raids or terrorist attacks against South Korean targets – if it felt snubbed.

西方外交官承认,拒绝朝鲜的请求可能会带来危险。一些人猜测,如果朝鲜感到自己受到了怠慢,它可能重拾“震慑战术”,比如对韩国某些地方发动空袭或恐怖袭击。

In January, North Korea asked the UN’s World Food Programme to conduct an extra survey, saying food supply had plunged unexpectedly because of a vicious winter and a poor vegetable harvest.

今年1月,朝鲜请求联合国世界粮食计划署(WFP)开展一项额外调查,声称由于冬季天气恶劣及蔬菜歉收,粮食供给意外大幅减少。

Pyongyang also says it is battling rampant foot-and-mouth disease. The WFP report is due in late March.

朝鲜还表示,该国目前正在抗击肆虐的口蹄疫。世界粮食计划署将于3月底发布相关调查报告。

One diplomat said: “If the WFP says there’s been a spectacular change, then we will consider aid multilaterally. But even then we’ll need far more intrusive inspections so the food doesn’t go to the military, particularly now.”

一位外交官表示:“如果世界粮食计划署说,朝鲜形势发生了巨大变化,那么我们将考虑提供多边援助。但就算是到那时,我们也需要进行远比现在深入得多的检查,以防粮食流入军方,尤其是在当前。”

North Korea refuses to allow foreign Korean speakers to join aid missions.

Western diplomats doubt that the WFP survey will find output has deteriorated substantially from the levels contained in a report by UN food inspectors published in November, which projected a slight increase in the 2010-11 harvest.

联合国粮食调查员曾在去年11月公布一项报告,预测在2010-11年的收获季,朝鲜粮食收成会小幅增加。对于世界粮食计划署的最新调查是否会发现朝鲜粮食产量远低于去年的那项预测,西方外交官表示怀疑。

UN inspectors estimate that about 5m people – 20 per cent of the population – are malnourished. The total annual food shortfall is consistently about 1m tonnes.

联合国检查员估计,朝鲜约有500万人营养不良,占总人口的20%。朝鲜每年的粮食缺口始终保持在100万吨左右。

Diplomats in Seoul said they were suspicious because the worst of the winter had hit after the autumn harvest. They fear Pyongyang could be hoping to stockpile food before 2012 celebrations, when it will style itself as a “mighty and prosperous nation” to celebrate the centenary of the birth of Kim Il-sung, founder of the nation.

韩国外交官表示,他们对此表示怀疑,因为冬季最恶劣的天气是在秋收后才出现的。他们推测,朝鲜可能是想囤积粮食,营造一个“强盛国家”的形象,以便在2012年庆祝国父金日成诞辰一百周年。

Pyongyang is playing down expectations of being prosperous by next year, dropping posters showing piles of food and now suggesting 2012 will only “open the gates” to being a “mighty and prosperous nation” and not be the date of arrival.

Donations to North Korea evaporated after Seoul accused Pyongyang of killing 50 of its citizens last year in two attacks: the torpedoing of a warship in March and November’s shelling of a disputed island.

去年韩国指责朝鲜制造两起事端,导致50名韩国人死亡——3月份用鱼雷击沉一艘韩国军舰,11月份炮轰一座有争议的岛屿。此后,国际社会对朝鲜的捐赠大幅减少。

Washington, Seoul and their allies insist they will not allow North Korea to resume a cycle of extorting concessions through military brinkmanship.

Philip Crowley, US state department spokesman, said Washington had no plans to resume food aid to North Korea.

美国国务院发言人菲利普•克劳利(Philip Crowley)表示,华盛顿方面没有恢复对朝鲜粮食援助的计划。

In case of special need, he said, the US would demand close monitoring so the food was not “shuffled off to the elites”.

克劳利表示,如果有特殊需要,美国将要求对朝鲜实施密切监督,以防粮食被“转移给精英阶层”。
