台湾高级军官涉嫌为大陆搜集情报 Taiwan general accused of spying for China

Taiwan has arrested a senior army officer on suspicion of spying for the ­Chinese, in the most high-profile case of cross-Strait espionage in decades.

台湾已逮捕一名涉嫌为中国大陆从事间谍活动的高级军官,这是数十年来最令人瞩目的两岸谍案。

Lo Hsieh-che, a major general who headed the army command’s communications, is alleged to have been recruited by the Chinese in 2004 while stationed as a military attaché in Thailand.

台陆军司令部通信电子信息处处长罗贤哲(Lo Hsieh-che)少将被控在2004年被中国大陆方面吸收,当时他外派泰国担任武官。

Recent attention to alleged spying by China has focused on industrial espionage, or cyberwarfare waged by hackers backed by Beijing. Mr Lo’s case is a reminder that cold war-style spy tactics still play an important part in Chinese intelligence gathering.

对于中国涉嫌从事的间谍活动,近期各方关注的焦点是工业间谍、或北京方面支持的黑客所发动的网络攻击。罗贤哲案提醒人们:在中国的情报搜集活动中,冷战风格的谍战手段仍扮演着重要角色。

Wang Ming-wo, acting director of the General Political Warfare Bureau in the Taiwan military, said Mr Lo’s arrest highlighted the fact that “the intelligence war between Taiwan and China is still ongoing and becoming more serious”.

台湾国防部总政战局代局长王明我表示,罗贤哲被捕突显出一个事实,即两岸的情报战仍在进行中,而且在变得更加严重。

China was “using every means at their disposal to infiltrate and spy on Taiwan, including recruiting Taiwanese businessmen working in China, and retired military officials”, Mr Wang said.

中国大陆方面渗透和搜集台湾情报的手段“变本加厉,无所不用其极,包括吸收我们到大陆去的台商,包括利用旧有的关系,接触我们已经退伍的官兵,”王明我表示。

China and Taiwan have a long history of spying on each other. Political and military tensions across the Taiwan Strait have run high since 1949, when the nationalist Koumintang government fled to Taiwan after losing the civil war in China.

中国大陆和台湾相互进行间谍活动由来已久。1949年国民党政府内战失败逃到台湾后,台海两岸的政治和军事局势一直保持紧张。

While the two sides have long been separately ruled, Beijing claims sovereignty over democratic Taiwan and has threatened the use of military force should the island declare independence.

尽管两岸长期分治,但北京方面宣称对民主政体的台湾拥有主权,并威胁若台湾宣布独立,就会诉诸武力。

The recent rise in spying activity by China, however, goes against the significant improvements in cross-Strait ties achieved over the past two years.

不过,中国大陆方面近期间谍活动升级,与过去两年两岸关系的显著改善相悖。

Taiwan’s Ministry of National Defence said Mr Lo, 51, was posted to Thailand as a military attaché from 2002 to 2005. He was promoted to general in 2008. The military said it received information that Mr Lo might be a spy late last October and began an investigation.

台湾国防部称,现年51岁的罗贤哲在2002年至2005年派驻泰国担任武官。他在2008年晋升少将。台军方表示,在去年10月下旬获悉罗贤哲可能是间谍,随即启动调查。

While Mr Lo was in charge of army communications, Mr Wang said that the damage he caused was limited because Mr Lo was responsible for “organisational and management issues rather than classified, technical information”.

尽管罗贤哲负责陆军通信业务,但王明我表示,他造成的损害是有限的,因为罗贤哲分管组织和管理事务,而非保密及技术信息。
