美国国防部长盖茨访华成果有限 Gates struggles to deepen military ties with China

A high-profile push by Robert Gates, US defence secretary, to break out of the old cycle of mistrust between Washington and Beijing made only limited progress on Monday, as China held back from satisfying US requests to deepen military ties between the two.

美国国防部长罗伯特•盖茨(Robert Gates)打破中美两军互信缺失怪圈的高调行动周一仅取得有限进展,中国无意满足美国加深两军交流合作的请求。

At a press conference with Mr Gates in Beijing, Gen Liang Guanglie, China’s minister of national defence, agreed Beijing would take part in various consultative meetings with Washington during the first half of the year and said Chen Bingde, the People’s Liberation Army chief of general staff, would visit the US during that time.

在与盖茨共同召开的记者招待会上,中国国防部长梁光烈将军表达了两方达成的共识,称今年上半年中方将与美方举行各种磋商性会谈,中国人民解放军总参谋长陈炳德也将在此期间访问美国。

But he did not endorse Mr Gates’s idea of starting in-depth strategic talks covering nuclear policy, missile defence, cybersecurity and space, and warned that US weapons sales to Taiwan could once again “disrupt” the contacts between the two countries’ militaries.

但梁光烈并不支持盖茨关于双方开始就核政策、导弹防御、网络安全与太空等问题展开深度战略性对话的想法,而且警告称,美国若坚持对台军售,有可能再次“损害”中美两国两军关系。

Gen Liang merely said that China would “study” Mr Gates’s proposal, while the two sides develop a “framework” for military-to-military ties. Despite US pressure, Gen Liang also declined to fix specific dates for the upcoming meetings.

梁光烈仅表示,中方将“研究”盖茨的提议,同时双方将建立两军交流“框架”。尽管美方施压,梁光烈也没有为未来的一系列会谈确定具体日期。

Rear Admiral Yin Zhuo, a leading Chinese military commentator, said the main purpose of Mr Gates’s visit was to put military ties back on track before Hu Jintao, president, visits Washington next week.

中国知名军事评论员、海军少将尹卓表示,盖茨此番访华,主要目的是在中国国家主席胡锦涛下周访美之前,使中美两国的军事关系重回正轨。

Mr Gates said the US and China were in strong agreement that, “to reduce the chances of miscommunication, misunderstanding or miscalculation, it is important that our military-to-military ties are solid, consistent and not subject to shifting political winds”.

盖茨表示,中美双方一致认为,“两军不受政治风向转变的影响,不间断地开展交流、巩固合作,有助于增进互信,减少误解、误判”。

At the same time, Washington has long made clear that its policy on Taiwan will not change. The two sides will look into joint military activities in areas such as maritime search and rescue, humanitarian assistance, disaster relief, counter piracy and counterterrorism.

与此同时,华盛顿方面早已明确表示,对台政策不会动摇。中美两军将考虑在海上搜寻与救援、人道主义救援、减灾、护航、反恐等领域开展联合军事行动。

But Chinese military analysts made clear that the relationship remains dominated by distrust.

但中国军事分析人士明确指出,中美军事关系的主基调仍是不信任。

The US was “self-confident”, he said. “So when it publishes the number of its nuclear warheads, that is a strategy of deterrence. China lags so far behind it in many areas that it is not confident to reveal these things. When China refuses to reveal the number of its nuclear warheads that is a strategy of deterrence as well.”

北京空军指挥学院教授乔良少将表示,美国“充满自信”。“因此,当美国公布核弹头数时,那是一种战略威慑手段。中国在许多领域严重落后,没有自信公布这些信息。当中国拒绝公布核弹头数时,那也是一种战略威慑手段。”
